Report on Transparency, Accountability and Ethics in Public Institutions with a focus on Public Procurement in Kenya

This report summarizes key messages that were conveyed by facilitators, participants and speakers and feedback received from participants during the workshop on Transparency, Accountability, and Ethics in Public Institutions with a focus on Public Procurement in Kenya. The workshop was organized by the United Nations Department of Economic and Social Affairs (UN DESA), together with the Kenya School of Government (KSG) and the Kenya Institute of Supplies Management (KISM). The two-day virtual workshop was held on the 24th and 25th of March 2021.

Review of the United Nations Programme in Public Administration and Finance - Committee of Experts on Public Administration

The present note highlights the major activities undertaken by the Secretariat in 2008 under the United Nations Programme in Public Administration and Finance for review by the Committee of Experts on Public Administration and also considers the current process of organizational changes that have been undertaken by the Secretariat with a view to streamlining the operations of the Programme and strengthening its capacities to address the needs of Member States.

Report of the Expert Group Meeting on Lessons Learned in Post-Conflict State Capacity: Reconstructing Governance and Public Administration Capacities in Post Conflict Countries

As part of the efforts to prepare the World Public Sector Report on “Reconstructing Public Administration in Post-Conflict Countries: Challenges, Practices and Lessons Learned”, DPADM organized (in Accra, Ghana in October 2008) an Ad Hoc Expert Group Meeting (AEGM) to gather and analyze existing lessons learned and successful practices in this domain. This on-line Publication is a collection of some of the materials presented and discussed during the Expert Group Meeting.

Report of the Expert Group Meeting on E-Government Survey: Getting to the Next Level

To improve the methodological aspects of the United Nations E-Government Survey, DPADM organized an Expert Group Meeting (EGM) entitled "E-Government Survey: Getting to the Next Level” in New York, USA, from 11 December to 12 December 2008. A review paper of the methodology used in the current Survey, which was prepared by a consultant, framed and aided the discussion on the ways of enhancing the quantitative part of the Survey.

The Contribution of the United Nations to the Improvement of Public Administration: A 60-Year History

The United Nations Programme on Public Administration, Finance and Development celebrated its sixtieth anniversary in 2008. The United Nations Department of Economic and Social Affairs (DESA) commemorated the anniversary by, among other things, publishing this book to highlight the broad historical background and path that the programme has gone through since its establishment in 1948 by United Nations General Assembly resolution 246 (III), to the present-day activities of the Division for Public Institutions and Digital Government (DPIDG).

United Nations E-Government Survey 2008: From E-Government to Connected Governance

The UN E-Government Survey 2008: From E-Government to Connected Governance assesses the E-Government Development of the 192 Member States of the UN according to a quantitative composite index of e-readiness based on website assessment, telecommunication infrastructure, and human resource endowment. ICTs can help reinvent government in such a way that existing institutional arrangements can be restructured and new innovative arrangements can flourish, paving the way for a transformed government.

Engaging Citizens for Inclusive Futures: Rebuilding Social Cohesion and Trust through Citizen Dialogues

The COVID-19 pandemic has created severe economic and social disruption, with loss of lives and livelihoods, poverty and inequality on the rise in every country on Earth, presenting a serious threat to social cohesion and global cooperation. Understanding the individual experiences and perceptions of citizens will help chart a path towards a just post-pandemic recovery that puts those most affected at the centre. This report shares the results of deliberative citizen dialogues with more than 120 participants in Europe, India, West Africa and across an international network of students and children. The findings highlighted the importance of social cohesion and trust.

Governing Smart Cities: Policy Benchmarks for Ethical and Responsible Smart City Development

This report, Governing Smart Cities, provides a benchmark for cities looking to establish policies for ethical and responsible governance of their smart city programmes. It explores current practices relating to five foundational policies: ICT accessibility, privacy impact assessment, cyber accountability, digital infrastructure and open data. The findings are based on surveys and interviews with policy experts and city government officials from the Alliance’s 36 “Pioneer Cities”. The data and insights presented in the report come from an assessment of detailed policy elements rather than the high-level indicators often used in maturity frameworks.

Rebuilding Trust and Governance: Towards Data Free Flow with Trust (DFFT)

This White Paper provides a bird’s-eye view of the governance challenges of the Fourth Industrial Revolution, with trust as the central theme. In cooperation with the Ministry of Economy, Trade and Industry of Japan and Japanese companies and academia, the World Economic Forum Centre for the Fourth Industrial Revolution Japan is working to find solutions to common challenges that exist at the root of various fields. As part of the effort, this paper proposes a Trust Governance Framework as a model for experts in diverse fields to share their knowledge and perspectives and to work together to address some of the big questions of the 21st century.
