Almost two years into the pandemic, many countries in Asia began to rethink and recalibrate their pandemic management strategies. Some have been generally successful in keeping COVID-19 at bay, while others have been forced into severe mobility restrictions and lockdowns several times already to prevent their health systems from being overwhelmed. All these countries face growing economic pressure due to the combined effects on consumption and investment of the chilling effect of COVID-19 and often severe mobility restrictions and economies locked down.

The Journal for Public Sector Economics called for papers for the thematic issue on "Challenges of effective governance for sustainable development at subnational government levels". The editors welcomed theoretical, empirical and policy-oriented contributions analyzing the challenges and policy options faced by subnational governments committed to achieve the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).
The 2020-2021 Report of Capacity Development Workshops and Pilot Testing of the Curriculum on Governance for the Sustainable Development Goals (SDGs) Toolkits was prepared by the UN DESA / DPIDG and UNPOG. The Report contains key information about the 36 webinars conducted in 2020-2021 to pilot test the Curriculum's toolkits. The Curriculum on Governance for the Sustainable Development Goals launched by UN DESA/DPIDG aims to promote critical understanding of sustainable development issues, enhance governance capacity, and strengthen public servants' awareness of their active role in contributing to the achievement of the SDGs. The Curriculum is a comprehensive set of Training of Trainers Capacity Development Toolkits, which contain ready-to-use and customizable training material on key governance dimensions needed to advance the implementation of the SDGs.
Five years after the start of the implementation of the 2030 Agenda, governance issues remain at the forefront. The COVID-19 pandemic has highlighted even more the importance of national institutions for the achievement of the SDGs. The World Public Sector Report 2021 focuses on three dimensions of institutional change at the national level. First, it documents changes in institutional arrangements for SDG implementation since 2015. Second, it assesses the development, performance, strengths and weaknesses of follow-up and review systems for the SDGs.
Strong and effective institutions are paramount to the achievement of the 2030 Agenda for Sustainable Development and all the Sustainable Development Goals (SDGs). This is well recognized in the Agenda itself. However, five years after the start of the implementation of the Agenda, governance issues remain at the forefront.
