The publication is intended as a companion document to the Curriculum on Governance for the Sustainable Development Goals and its Toolkit on Changing Mindsets in Public Institutions to Implement the 2030 Agenda for Sustainable Development, developed by UN DESA/DPIDG. The publication aims to support countries in building their capacities to realize Agenda 2030. It does so by providing key recommendations on how to promote public servants’ mindsets, competencies, and behaviors to foster effectiveness, accountability, and inclusiveness in the public sector.

The handbook is developed based on the Toolkit and is intended to be used by local and national governments in training and capacity development workshops related to Risk-informed Governance and Innovative Technology for Disaster Risk Reduction and Resilience. The handbook aims to build national capacities to spearhead innovations and utilize Information and Communications Technologies (ICTs) and key frontier technologies in government in order to drive DRR and resilience.

This Compendium of ICT Applications on Electronic Government is a unique collection of current ICT applications being used directly by or in partnership with governments, governmental institutions and the private sector around the world to support administration and public service, while addressing governance challenges. The Compendium also presents private sector ICT applications that are available in the marketplace.

The workshop on Managing Knowledge to Build Trust in Government was organized to exchange knowledge and practices worldwide, to challenge current thinking and bring to light best practices that cut across geographical boundaries, and to develop Knowledge Management strategies that leverage human capital and leadership. This is the Final Report of the workshop on advancing innovative approaches to implementing knowledge management that leads to increasing trust in government.

This publication on ‘Building Capacities for Public Service in Post-Conflict Countries’ represents a more nuanced contribution to the discourse on post-conflict reconstruction by focusing on some of the most fundamental and earliest elements to be addressed in the conflict/post-conflict/reconstruction spectrum.

The Committee of Experts on Public Administration of the UN looks at the ways in which public administration and institutional governance can be mobilized to most effectively implement the Millennium Development Goals (MDG). This report includes essays by some of the leading figures of the Committee on issues critical to shaping the contemporary state in order to implement the MDG. This issues range, for instance, from migration and primary education to African States and the search of new forms of public governance.

This toolkit highlights emerging innovative processes, methods and mechanisms that foster the engagement of civil society, the private sector and citizens in general in public policies. It aims to assist governments, civil society and other relevant stakeholders in having a common and shared understanding of civic engagement and the necessary knowledge and capacity to establish, design, formulate, implement, evaluate and monitor public and socio-economic policies and programmes with greater engagement of all stakeholders.

The present report contains the conclusions and recommendations of the seventh session of the Committee of Experts on Public Administration, held at United Nations Headquarters from 14 to 18 April 2008. Based on the discussion of the above-mentioned topics, the Committee recommended to the Council a draft resolution for its consideration and adoption. The Committee also celebrated the sixtieth anniversary of the United Nations Programme on Public Administration, Finance and Development.

The United Nations hosted the Sixth Public Service Awards Ceremony and commemorated Public Service Day in New York on 23 June 2008 in Conference Room 2. The UN Public Service Awards (UNPSA) are handed out every year on 23 June, which has been designated by the United Nations General Assembly as Public Service Day (A/RES/57/277).

The 2008 World Public Sector Report, People Matter: Civic Engagement in Public Governance, highlights the importance of civic engagement in public governance and by profiling several case studies, demonstrates how such practices gain the capacity to strengthen governance, make it more transparent and accountable and most importantly, contribute to developmental outcomes that are more sustainable, equitable and just.
