UN DESA was invited to attend and present on the Principles of Effective Governance and the Curriculum on Governance at the Second Ibero-American Forum on Implementation Mechanisms of the Agenda 2030 organized by the Latin American Center for Development Administration (CLAD), and the Dominican Republic’s Ministries of Public Administration, and of Finance, Planning, and Development. The forum was held in Santo Domingo, Dominican Republic and attended by senior government officials of 20 countries of Latin America, Europe, and Africa, as well as by several international organizations including UN DESA, the World Bank, the Latin American Development Bank (CAF), the Central American Institute for Public Administration (ICAP), and the Latin America and Caribbean Economic System (SELA). The Forum included about 50 in-person participants and a virtual participation of approximately 60. 

The Forum provided insightful presentations of lessons learned during the covid-19 pandemic and raised several questions regarding the state of governance and democracy in the Americas, Africa, and Europe. Some common themes emerged, including the need to increase capacity at all levels of government, the importance of co-creation, coordination, and collaboration. The localization of the SDGs and the fundamental role of cities and local governments was also highlighted. Three main challenges to the public sector were identified: climate change, the digital divide, and the need to strengthen public administration.

A final declaration was approved by the countries represented which also provided important insights on the priorities for civil service and public administration in the region including a commitment to work towards increasing alliances and collaboration for SDG implementation, strengthening public administration capacity and good governance to support democracy, promoting localization and territorialization of the SDGs, and striving for better monitoring and data management.
