The CLP launched a Bright Spot Competition to support the sustained growth of local chapters of the Continuous Learning and Development Network (CLDN) in each of the 12 participating countries. In this regard, each CLDN chapter was challenged to create a bright spot in their local jurisdictions by:

Identifying a service to citizens at the public sector, community level and/or non-governmental sector in need of improvement and/or development.

Developing an intervention to improve or develop the service identified using the Bright Spot 4 D Approach, as outlined below.

  • Define the problem’s perceived causes and current practices using appreciative inquiry. Problem identification, ownership and action must begin and remain with the community.
  • Determine collaboratively if anyone in the community already exhibits the desired performance or state.
  • Discover what policies or practices enable this desired performance or result. Discern what various elements could be combined to foster achievement.
  • Design activities to expand the bright spot solutions - focus on actively doing rather than passive knowledge transfer.

Competition entries were received from: Antigua and Barbuda, Barbados, Jamaica, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago.  However, the winning entry is from Trinidad and Tobago, and the first runner-up is from Barbados.

During the symposium, these two local CLDN chapters will share their bright spot stories, including the challenges encountered and leadership strategies and tools used to overcome them. They will also be presented were their prizes, courtesy of the CLP.
