United Nations Department of Economic and Social Affairs, through Division for Public Institutions and Digital Government, organized a VNR lab on the theme of Governance and policy integration in the context of COVID19. The lab took place on Wednesday, 14 July 2021 via Zoom.

This VNR lab provided a platform for governments to share experiences in tackling COVID-19. Participants were invited to consider the challenges and opportunities that the pandemic has presented in terms of multi-level governance and integrated policymaking. It also considered policy actions that can strengthen effective governance for sustainable development.

UN DESA/DPIDG and EAPD, the Namibia Resident Coordinator’s Office, UN ECA, UNDP, FAO and the Namibian National Planning Commission held a hybrid workshop from 7-9 February 2022 in Swakopmund, Namibia to discuss how to develop, transfer and apply the Climate, Land, Energy and Water systems (CLEWs) framework - a tool suited to assess interlinkages and trade-offs between sustainable development policies - and how to strengthen the institutional arrangements to support integrated approaches to policy formulation and coherence. Senior representatives and technical staff from the Ministry of Agriculture, Water and Land Reform, the Ministry of Mines and Energy, the Ministry of Environment, Forestry and Tourism, the Namibia Statistics Agency as well as lecturers from the University of Namibia and the Namibia University of Science and Technology joined the workshop. DPIDG discussed how to develop the working arrangements between different stakeholders (analysts, policymakers, and senior decision makers) to establish inter-ministerial/ inter-institutional team(s) that can respond to policy-related analytical needs as they arise and to develop institutional coordination mechanisms that can resolve conflicts or inconsistencies between the relevant stakeholders.

The government of Namibia has requested UN support to assess policy strategies to implement the Harambee Prosperity Plan II (2021-2025), which has the objective to accelerate the national development of Namibia and strengthen the governance structure of the country. The plan aimed to unlock targeted projects of the country, while emphasizing the need to better manage Namibia's natural resources and public assets. An initial meeting with the senior level representatives of the relevant ministries took place in June 2021.

UN DESA/DPIDG organized a virtual workshop on the promotion of intergenerational equity for sustainable development. The workshop forms part of a series to launch the Strategy Guidance Notes to operationalize the principles of effective governance for sustainable development which were developed by the Committee of Experts on Public Administration (CEPA) and endorsed by the Economic and Social Council. One of the principles is on intergenerational equity to ensure inclusiveness. The 2030 Agenda for Sustainable Development and the principle of intergenerational equity requires countries to be engaged with and aware of the various dimensions of impact assessment, long-term public debt management, long-term territorial planning and spatial development and ecosystem management. The virtual workshop discussed these strategies for pursuing intergenerational equity and attempted to share knowledge, raise awareness and provide a platform to connect participants with partners in other countries, the UN system and other organizations to take further concrete action-oriented activities. It was held on 8 March 2022.

The United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG), in collaboration with the D-8 Organization for Economic Cooperation, organized a capacity-building workshop on new approaches to e-government for SDG implementation. The objective of the workshop was to raise awareness on innovative approaches in e-government policies and implementation strategies and increase participants' capacities on how to use them for the achievement of the Sustainable Development Goal. Innovation and continuous transformation in the area of ICTs are indeed critical for improving efficiency and effectiveness of public sector interventions and achieving the SDGs. During the workshop, a training toolkit on Innovation and Digital Government for Public Service Delivery was also presented.

The training toolkit is a set of comprehensive training materials aimed at strengthening the capacities of government officials to promote innovation and digital government for SDG implementation. The training toolkit is part of the Curriculum on Governance of the Sustainable Development recently launched by UN DESA/DPIDG. The Curriculum on Governance for the Sustainable Development Goals aims to provide a holistic and integrated framework for capacity development in the area of governance and public institutions.

The Royal Civil Service Commission (RCSC) of the Government of Bhutan, in collaboration with UN DESA/DPIDG and its Project Office on Governance (UNPOG), and with the support of the UN Resident Coordinator Office in Bhutan, organized a virtual peer-to-peer learning international workshop on public service training assessment framework for strengthening capacities of public servants to support the implementation of the SDGs. The workshop was a follow-up activity to UN DESA’s Development Account Project on Institutional arrangements for policy integration, coordination and stakeholder engagement in SDG implementation and reviews in Asia & the Pacific.

The workshop aimed to promote a learning journey of peers that would help strengthen civil service capacity building in Bhutan and develop a partnership among the Workshop participating countries, leading to the development of a framework for learning outcome assessment for the Royal Government of Bhutan. The Workshop provided a platform for practitioners and decision-makers of the RCSC, Bhutan and its affiliated institutes to learn lessons from international good practices. Panelists shared knowledge about various frameworks and approaches to enhance training effectiveness through assessment of learning outcomes while focusing on implementing the 2030 Agenda for Sustainable Development.

The United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG), the Ministry of Public Service of Guyana, the Caribbean Centre for Development Administration (CARICAD) and the Caribbean Community (CARICOM), with the support of the Resident Coordinator Office, co-organized a Training Workshop on “Innovation, Digital Government and Changing Mindset for Public Sector Transformation in Guyana to Achieve the SDGs”. The Training Workshop was delivered between 22 March and 31 March 2022 in two sessions of 180 minutes each.

By invitation only : The course was attended by Permanent and Deputy Permanent Secretaries, Regional Executive Officers, Chief Executive Officers of Guyana.

This Capacity Development Training Workshop is a follow up to two events. One is the High-Level Seminar virtually conducted by CARICAD for the Ministry of Public Service and senior officials in Guyana on 17- 18 November 2021. The second one is the Capacity Development Workshop on Innovation, Digital Government and Public Service Delivery for Sustainable Development in the Caribbean held virtually twice a week from 23rd February to 24th March 2021 and organized by UN DESA/DPIDG together with the SIDS Unit of UN DESA/DSDG, in collaboration with the Caribbean Centre for Development Administration (CARICAD) and the Caribbean Community (CARICOM), for more information, click here.

The Committee of Experts on Public Administration (CEPA) held its twenty-first session at UN Headquarters in New York from 4 to 8 April 2022. The overall theme of the session was “Transforming institutions and governance to build forward better towards 2030”. Topics discussed in this year’s session included governance and public administration aspects of the theme of the 2022 ECOSOC session and the 2022 High-level political forum on sustainable development; building strong institutions to combat climate change and its impacts and for the sustainable management, protection and restoration of natural resources; governance and institution-building in conflict-affected countries; the application of the Principles of effective governance for sustainable development at the subnational level; public financial management and budgeting for the Sustainable Development Goals (SDGs); public sector workforce; and digital government. There was also a dialogue with voluntary national review countries on institutional aspects of SDG 16 and a dedicated observer consultation was allowed for an in-depth exchange with different observers, including youth organizations. DPIDG together with UNPOG and the Korea Research Institute for Local Administration (KRILA) organized a UN DESA-KRILA Forum on "Strengthening Public Governance and Accelerating Digital Transformation of Local Government for Emergency Response and Revitalization of Local Economy in the Post-COVID-19 Era", held on 7 July 2021 (2:00-4:30 PM Seoul Time, GMT+9).

The COVID-19 pandemic has significantly hampered the progress of implementing the Sustainable Development Goals (SDGs). It underscored the importance of public governance, especially the crucial role of local government as the first responder to implement the emergency response measures on the ground and ensure inclusion and protection of all citizens, including disadvantaged and vulnerable populations. The significant repercussions of the COVID-19 pandemic on the economy, particularly on jobs and loss of income, also call for a more proactive role of local government in revitalizing the economy in the post-COVID-19 era. At the same time, with ICTs and digital technologies at the heart of the COVID-19 response and preparation for the post-COVID-19 era, the pandemic has become the new driver for digital transformation at all levels.

The Forum is organized to discuss strategies, approaches and experiences in strengthening public governance and leveraging ICTs and digital government for digital transformation of local government for the resilient, sustainable and inclusive COVID-19 recovery. The Forum also aims to exchange good practices and lessons learned in the emergency response and for better preparation for the post-COVID-19 era.

We hope that the Forum will be a meaningful occasion to share insightful ideas and foster partnerships during this very challenging time.

The meeting of the HLPF in 2022 will be held from Tuesday, 5 July to Thursday, 7 July, and from Monday, 11 July, to Friday, 15 July 2022, under the auspices of the Economic and Social Council. This includes the three-day ministerial segment of the forum from Wednesday, 13 July, to Friday, 15 July 2022, as a part of the high-level segment of the Council.

The theme for the HLPF 2022 will be “Building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development”.

The HLPF in 2022 will review in-depth Sustainable Development Goals 4 on quality education, 5 on gender equality, 14 on life below water, 15 on life on land, and 17 on partnerships for the Goals. The forum will take into account the different and particular impacts of the COVID-19 pandemic across all Sustainable Development Goals and the integrated, indivisible and interlinked nature of the Goals.
