Five years after the adoption of the 2030 Agenda for Sustainable Development, with one third of the implementation period of its 17 Sustainable Development Goals having elapsed, it is important to take stock of relevant institutional arrangements at the national level. Institutionalization of the 2030 Agenda and the SDGs lays the foundation for their effective implementation. The 2030 Agenda highlights the importance of the follow-up and review of the Sustainable Development Goals (SDGs) as an accountability mechanism and sets clear principles to guide it. Accountability institutions such as parliaments and supreme audit institutions (SAIs) are playing an increasing role in SDG oversight and assessment. However, while countries have made significant progress in institutionalizing SDG follow-up and review, the performance of such systems and processes is limited due to their imperfect integration with existing monitoring and evaluation systems and accountability institutions. The Dubai Policy Review (DPR), published by the Mohammed bin Rashid School of Government, targets the policy and government community with the objective of contributing to higher government quality, better government practice, and informing future policymaking directions. The aim is to advance future governance and public policy, through accessible and actionable practice-oriented knowledge.

There is a lack of knowledge and guidance on how to integrate transparency, accountability and anti-corruption in socio-economic impact analysis, and most socio-economic analyses do not assess the impact of COVID-19 from a governance and anti-corruption perspective.

The response must be at the core of any recovery initiative to eradicate this contagion, and allow governments to resume their efforts towards a secure, just and prosperous state. 

The present policy brief is drawn from a recent study by ECA entitled “Towards improved access to broadband in Africa”.
