Report of the Peer-to-Peer Learning International Workshop on "Public Service Training Assessment for Strengthening Capacities of Public Servants to Support the implementation of the Sustainable Development Goals" (held on 16-17 March 2022)

The publication is intended as a companion document to the Curriculum on Governance for the Sustainable Development Goals and its Toolkit on Changing Mindsets in Public Institutions to Implement the 2030 Agenda for Sustainable Development, developed by UN DESA/DPIDG. The publication aims to support countries in building their capacities to realize Agenda 2030. It does so by providing key recommendations on how to promote public servants’ mindsets, competencies, and behaviors to foster effectiveness, accountability, and inclusiveness in the public sector.

This special issue’s main objective is to develop an adequate understanding of the conditions and actions required for governments to build and deploy capacities to achieve developmental goals. This introductory article offers some conceptual clarification. It starts with the overall concept of state capacity, explores its major dimensions, and highlights the centrality of the administrative dimension (administrative capacity). It then explores the major contextual factors affecting administrative capacity and examines some contemporary challenges to capacity building. The last section briefly illustrates the main contribution of each of the five articles of the special issue.

The AAPAM Gold Medal Award marks the exceptional achievement of an individual who has shown distinctive leadership or has made a significant contribution to excellence in public administration and management in Africa. Awarded after every three years, the AAPAM Gold Medal is the highest honour accorded by AAPAM to outstanding public service.

This is a resourceful tool that includes, where available, background information, country examples, and other resources to provide in-depth knowledge to data producers and users to improve the collection, compilation, and analysis. 

Using findings from a health care collaboration between First Nations, federal and provincial governments in Alberta with 25 mid-to senior‐level leaders, this participatory action research highlights the importance of member capacity to strong collaboration as Canada embarks on the journey from colonization to reconciliation.

This study starts from this reality, in which there are efforts in various countries to improve the monitoring and evaluation of public management, seek coincidences of approaches and lessons that can be drawn by comparing their experiences and to unify criteria and facilitate the design and management of systems of indicators.

While a combination of vision, strategic thinking, and agile policymaking is still at the beginning of a long journey, that has not been without its obstacles, its experience may have something to offer to governments in the region looking to begin integrating AI into their government and sectoral activities.

This document, presented by the Economic Commission for Latin America and the Caribbean (ECLAC) to its member States at its thirty-eighth session, argues that Latin America and the Caribbean is in a position to move towards a “big push for sustainability” through a combination of economic, industrial, social and environmental policies capable of driving a recovery with equality and sustainability and relaunching development in the region.
