A panel discussion on data policy is being held by the World Bank in conjunction with the National Center for Digital Economy of Lomonosov Moscow State University and the Institute for the Development of the Information Society.

By surveying and studying broad patterns of digital government around the world, the United Nations E-Government Survey assesses the digital government development of the 193 United Nations Member States in identifying their strengths, challenges and opportunities, as well as informing policies and strategies. The Survey supports countries’ efforts to provide effective, accountable and inclusive digital services to all and to bridge the digital divides in fulfilling the principle of leaving no one behind. 

The 2018 UN E-Government Survey is published as the implementation of the 2030 Agenda for Sustainable Development Goals (SDGs) advances to its third year. Governments have the critical responsibility to pursue policies and measures to build resilience and assist those most affected by shocks in achieving SDGs. They must find ways to anticipate disasters and shocks and lower their impact. Digital technologies are increasingly being used by governments to improve the response to disasters and other shocks to improve the resilience of communities.

The United Nations E-Government Survey 2014: E-Government for the Future We Want was completed in January 2014 and launched in June 2014. The theme of the 2014 is particularly relevant to addressing the multi-faceted and complex challenges that our societies face today. The publication addresses critical aspects of e-government for sustainable development articulated along eight chapters.

The present report contains the conclusions and recommendations of the eleventh session of the Committee of Experts on Public Administration, held at United Nations Headquarters from 16 to 20 April 2012. The present note highlights the major activities undertaken by the Secretariat in 2008 under the United Nations Programme in Public Administration and Finance for review by the Committee of Experts on Public Administration and also considers the current process of organizational changes that have been undertaken by the Secretariat with a view to streamlining the operations of the Programme and strengthening its capacities to address the needs of Member States.

The present note by the Secretariat has been prepared on the basis of an outline provided by the members of the Committee of Experts on Public Administration. The Committee adopted the theme of the human factor in capacity-building for development, as the main agenda item for its eighth session (see Economic and Social Council decision 2008/254). The present note has been prepared to establish the understanding that people matter most in development because they are its beneficiaries as well as its architects. This is the crux of the human factor in capacity-building for development.
